Negotiations on Japan-France bilateral aviation agreement were conducted in Tokyo on October 22nd and 23rd, 2008, in which both countries agreed to permit one flight each per day between Haneda, Tokyo and Paris during late-evening and early-morning hours after the opening of Haneda's 4th runway which is slated for October 2010. This is the first such case on the Japan/ Europe route.

The agreement will also permit Airbus A380 into Narita, Tokyo by Air France. ANA, on Japan side, has been studying A380 operation and the agreement will permit the same to ANA. In addition, the agreement will permit flight increase by Air France on Kansai, Osaka/ Paris route from the present 7 weekly flights to 14 from 2011 summer schedule. It will also eliminate restrictions on code-sharing and permit code-sharing flights with airlines of third countries.

The agreement came after the aviation officials of Japan and Finland met in Helsinki on September 11 and 12. Both governments agreed to increase the current traffic rights to operate up to 21 flights a week both from Japan and Finland with immediate effect.

The new agreement further grants both Japanese and Finnish carriers traffic rights to operate up to 24 flights per week from/ to Japan in 2010 when Tokyo's Narita International Airport expects to expand its take-off and landing slots, thereby, Finnair will be able to enhance its weekly frequency between Osaka's Kansai International and Helsinki's Vantaa Airport from the current 7 weekly flights up to 10.

The agreement came after the aviation officials of Japan and Malaysia met on July 24 and 25. Both governments in principle agreed on the deregulation based on the Asia Gateway Initiative excluding the metropolitan airports of Narita and Haneda. Japan has now concluded an agreement concerning the deregulation with four countries and two regions.

During the round of talks, both parties established for the first time a framework of future international scheduled flights to operate from/ to Haneda based on the "Expansion Plan of Operational Functions and Efficiency at Metropolitan Airports (Narita/ Haneda)" as already announced last May. (So-called Fuyushiba Plan)

The agreement came after the aviation officials of Japan and India met in Tokyo on June 17 and 18. Both countries agreed to double both the number of weekly passenger services and destinations. The frequency increase will, however, become effective only after the summer schedule 2010 subject to departure/ arrival slots available for international flights at Tokyo Narita.

Japan initially proposed deregulations based on the "Asia Gateway Initiative", but India insisted that it would not be agreeable as long as Japan's metropolitan airports restrict aircraft movements. Consequently, both parties failed to reach an agreement to that effect.

Commenting on charter flight operations to/ from Haneda planned during April and May this year, James Woodrow, General Manager Japan, and Steve Wong, Marketing and Sales Manager Japan, Cathay Pacific Airways, indicated their strong wish that "the airline be granted traffic rights to operate scheduled service between Haneda and Hong Kong once the expansion of Tokyo's Haneda Airport is completed in 2010."

Cathay Pacific will fly into Haneda in April for the first time in approximately 30 years since May of 1978 when all international flights were moved out to Narita Airport. One problem is, however, that the planned schedule will require along ground time during the day at Haneda, causing the airline a considerable loss in flight operations.
