The cargo fuel surcharge is fixed for one month and revised on the basis of the average price of jet fuel for the month immediately preceding the announcement of the next revision, if any. The next surcharge will thus be set according to the average price of jet fuel for the month of December - as reported by the U.S. Department of Energy - and come into effect on February 1. As jet fuel averaged of US$83.20 per barrel in that month, the surcharge will be fixed in accordance with the chart below.]]></description>

As the three-month average fuel prices stayed below the benchmark of US$60 per barrel, the two Japanese airlines had taken a lead over the removal of the jet fuel surcharge. Consequently, some foreign airlines, which did not apply the benchmark of US$60 as a basis of the calculation, have also decided to join the counterparts to follow in the abolishment. Qantas Airways (QF) has even decided not to levy the security charge of 300 yen any longer.]]></description>

		<description><![CDATA[All airlines serving the Japan routes have finalized the respective jet fuel surcharges. Vietnam Airlines (VN) and Cebu Pacific (5J) are the only carriers which have completely removed the fuel surcharge. All the other airlines have also substantially lowered the fuel surcharge, responding to the recent drop of the fuel prices. Unlike in the past, it is noteworthy that the Japanese airlines have set their fuel surcharge lower than the foreign airlines.

The foreign carriers which have lowered surcharges than their Japanese counterparts are Virgin Atlantic Airways (VS) on the Japan/Europe route and Korean Air (KE) and Asiana Airlines (OZ) partly on the Japan/Asia route. On the Oceania route, Jetstar Airways (JQ) has reduced its surcharge to approximately 30 percent below Japan Airlines. Also, Aero Mexico has set its fuel surcharge on its Japan/Mexico route at US$34, which may turn out to be cheaper than 3,500 yen charged by the Japanese airlines on the Japan/Transpacific route, if the current exchange rate remains unchanged.

Another two foreign airlines requested approval for a cancellation of the fuel surcharge and were accordingly approved. Responding to a sharp drop of the jet fuel prices, two Japanese airlines have substantially reduced the fuel surcharge, followed by foreign airlines.

Until now, the fuel surcharge levied by two Japanese airlines has always been placed higher than the foreign airlines. On the contrary, several foreign carriers this time have set the fuel surcharge higher than the two Japanese counterparts. Having been considered to put a negative impact on consumer demand, the jet fuel surcharge will undoubtedly continue to capture consumer attention also in the future.

Austrian Airlines (OS) has decided to advance an implementation of the fuel surcharge, which is valid from April 1 to June 30, by one month and, consequently, reduce the surcharge for tickets issued already from March 1, in an effort to stimulate the current stagnating leisure and business traffic demand and revitalize the MICE market as well. The current surcharge on the Narita/ Vienna route will be lowered from EUR110 to EUR35 per single sector, as already approved by MLIT for tickets issued between March 1 and 31. The airline has set the same surcharge level as All Nippon Airways which filed the application with MLIT on February 16. The Japan/ Korea route will get a maximum reduction of 92%. Also, JAL has revised its fuel surcharge bench mark list downward for the fiscal year 2009.

With regard to the fuel surcharge effective from July 1, JAL intends to abolish its fuel surcharge, should the average market price of Singapore kerosene stay below the benchmark of US$60.00 per barrel for a consecutive period of three months from February to April.

		<description><![CDATA[Vietnam Airlines (VN) applied to the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) to cancel the jet fuel surcharge for tickets issued on and after March 20 on its Japan route. With the abolishment of the fuel surcharge, the airline endeavors to stimulate the stagnated travel demand. Vietnam Airlines will be the first airline to remove the fuel surcharge applicable on the Japan route.

All Nippon Airways, which requested approval from MLIT on February 16 to lower the jet fuel surcharge, had set a surcharge level at 1000 yen per one way on its Japan/Vietnam route. Vietnam Airlines will continue to levy the surcharge on the routes beyond Vietnam, however.

		<description><![CDATA[All Nippon Airways filed an application with the Ministry of Land, Infrastructure, Transport and Tourism on February 16 to lower its international fuel surcharge for the entire network to be applicable from April 1 to June 30 this year with an average reduction of nearly 90%. The surcharge on the routes from Japan to Europe, North America (except for Hawaii) and Middle East will be reduced by some 84% to 3,500 yen from 22,000 yen.

The revised fuel surcharge this time reflects the average market price of Singapore kerosene for a period of three months from November 2008 to January 2009, during which the jet fuel price substantially fell to an average of US$64.22 per barrel. Consequently, the levels of fuel surcharge are lowered considerably compared to the previous levels.
